Impersonation

Description
In the interest of researching bugs and testing, we should add a way for super users to impersonate users. This should be limited to senior staff, WM, and AWM roles.

Acceptance Criteria

• Senior staff, WM, AWM can impersonate all active users
• Starting an impersonation session should create an entry in the audit log
• Ending an impersonation session should create an entry in the audit log
• Any action done while impersonating should create an entry in the audit log
• While impersonating a senior staff member or web team member, changing impersonation should be disabled
