Manage saved presets popup doesn't scroll

Expected Behaviour

When the number of presets is greater than the screen height the Manage saved presets popup should scroll to reveal all saved presets.

Actual Behaviour

The popup doesn't scroll. Any presets below the screen fold can't be accessed. Newly added presets are added to the bottom of the list and theses are the ones likely to be edited.

Steps to Reproduce

1. Go to Theme picker
2. If you don't have any existing presets, or few, these will need creating via Save as preset.
3. Select Manage presets under choose theme, you can reduce your browser window height so presets overflow the bottom of the screen if you don't have enough to test.
4. Try scrolling the list of presets or navigating to the last preset created.
