KML file for all administrative areas

Hi Adrian,
thanks for creating such a nice visualization of the data in this project!

For the beginning I am interested in the administrative areas of some neighborhoods and I saw that you made the areas available as KML-file.

Firstly I was wondering if there is one file which contains all the kml files as an ZIP-container like the shapefile container in your election map ? To avoid downloading each kml singly.

an use case is for example the Nkandla Local Municipality:

I need to download 142 files on admin_level=8 for the places in Nkandla Local Municipality 542
In Nkandla SP there is 542052 with 7 other areas like 542052001.

Secondly I was still wondering, which administrative level these 142 places are? Because in OpenStreetMap there are 14 "Ward"'s for Nkandla on admin_level=10. So the 142 shall be admin_level=11. And the smallest areas like in the example shall be admin_level=12 which is not really used globally. So I guess there is a bug in openstreetmap, because the missing level=9 should be filled with the Wards from the current level=10 and then the 142 places should be on level=10 and the smallest areas like Small Area 0159 shall be level=11 and everything is fine.

What is your opinion about the assigning of the 6 types you mentioning in relation to the admin_level numbers?

Thirdly, neither the 142 places and the smaller areas are not mapped, so it would be great to kinda import than if they are nowhere mapped. Is that possible to get all the vector files maybe with population data and code numbers you have in your dataset? What is the license of this GIS DVD you were extracting from? Maybe the data owner is allowing to share them as open data, like OSM is already doing in other cases around the world. Do you know a public available dataset of all these admin areas? Is that open data?

Shapefiles for all the layers of geography displayed by this project can be downloaded at https://stuff.adrianfrith.com/Census2011-GIS/

As for OpenStreetMap: the main places, subplaces and small areas are not administrative areas - they don't have any kind of meaning for government, they only exist for the purpose of disseminating census results. So they don't fit into the boundary=administrative / admin_level=* tagging scheme. Many of them would however fit in as populated places under the place=* tagging scheme (e.g. as city/town/village/suburb etc.).

Users may apply the information as they wish, provided that they acknowledge Stats SA as the source of the basic data wherever they process, apply, utilise, publish or distribute the data, and also that they specify that the relevant application and analysis (where applicable) result from their own processing of the data.

The OSM licensing people would have to give an opinion if that is compatible.
