Add Windows support

Is your feature request related to a problem? Please describe.
The project does not currently run on Windows. Users on Windows cannot use it.

Describe the solution you'd like
Add support for Windows (powershell). I have a working solution at https://github.com/rlneumiller/oli. Only tested on Windows 11.

Describe alternatives you've considered
None.

Additional context
Solution is ready for review. May need more Windows testing.
