List files and directories without owners

Problem

A repo might already have files without owner, or new unowned files can be added any time.

Suggestions

• A CLI command or option to list only unowned files
• Return exit code > 0 if there are files/dirs without owner
• Maybe even create a pre-commit hook that runs it
