Migrate to dart 3.10

This is taking a crack at pushing the codebase to dart 3.10. dart:html and dart:js are removed and all the dependencies updated to the latest including analyzer to 9.0.0. This work is based on a fork from master branch (the latest working version). Current progress is that all the packages have been upgraded. Work is on going to resolve the failed test cases.
