Netbox cache with invalidation

We can cache all requests and invalidate them comparing with time of last netbox modification.

Last changes can be checked using
*  `api/extras/object-changes/?limit=1` in netbox 3.7
* `api/core/object-changes/?limit=1` in netbox 4.*
