Recommendation to deprecate http_stats or stats_over_http #12361
Description
Make a recommendation and send an email to the dev@ mailing list on what plugin should be deprecated (http_stats or stats_over_http). Look at the features that are on each of the plugins, maybe borrow or copy code from one plugin to another, like compression.

- Document the deprecation of plugin
- Make change on the 11-Dev branch
