Relax strands-agents upper bound (currently <=1.14.0)

Hi Nova Act team,

I noticed that the current requirements.txt pins: strands-agents>=1.2.0,<=1.14.0

strands-agents has progressed to 1.21.0, and the current upper bound makes it hard to use newer versions or avoid dependency conflicts.

I haven’t tested Nova Act SDK with newer versions yet, but would it be possible to relax or update the upper bound?

Thanks for reaching out! We are currently waiting on resolution of strands-agents/sdk-python#1208, after which we will look into updating the upper bound.

A fix for strands-agents/sdk-python#1208 was merged; v1.23.0 of strands-agents should be released sometime next week which should unblock this.
