Canaveral Tile Height Issues

Canaveral texture is ~400m higher than space center. Changing offset or altitude in tile config does not change height of texture.

Changing snapHeightOffset to -130 brought it right to the correct height for the space center, but it's tilting down towards the ocean so while the space center is good, the coast is underwater

Can you raise the space center?
