Description
It appears that TF has a delayed release schedule where they offset TF releases with Python releases. This is reasonable and documented here: tensorflow/tensorflow#78774. It appears that the current release slipped by one so we are waiting on the newest release to come out. It is not necessary to add it currently to the pyproject file, but a max version number may be required for the future.
