OCM - Resolve API Terms of Use - approvals and email comms

Coordinate for updating the API terms with Jia.
An email needs to go out at roughly the same time that the new terms are uploaded.

1. Resolve API Terms approvals;
2. Resolve language on screen (DEV = https://developer.api.bcregistry.gov.bc.ca/en-CA/products/get-started/account-setup) that indicates "Download, Review and Sign" - however on the draft API Terms there is no signature block area, as there is on the current version (in DEV at any rate);
3. Prepare email draft (done by Neeraja) - for distribution to external API users
