Create a Nearest Service Provider application

The Nearest Service Provider lets you load a list of service provider addresses and a list of client addresses and uses Batch betweenPairs service to efficiently compute the N nearest service delivery location(s) to each client. You can also export the list of resulting client addresses and their associated N nearest service delivery location(s). You should also be able to edit and export the lists of service provider addresses and client addresses.

MoH and local health authorities needs this app to optimize placement of critical care centres and determine current service levels.
