Sometimes you need to inform a mapper or user of something, or ask them to double check something, without wanting to take any other action like deleting a map or review, suspending, or anything like that. Sometimes there is information that is missing to determine whether there is anything wrong with something (e.g. did they have permission from another mapper to reuse their work). We can try to figure out if the user has Discord, hope they take DMs, and DM them there, but that's a lot of ifs.
I don't think a complicated communication system is required. The issue system could be reused by allowing a moderator to start an issue with another user, but it might be much simpler to simply allow moderators to send a notification to the user, without a need to respond. Moderators can then indicate to reach out to them on Discord or give some other type of clear instructions like edit a map description or something of the sort. So a one-way notification would probably be sufficient.
