Improve Randomness when using the "Select Random" feature

Is your feature request related to a problem? Please describe.
With a low number of users (5 users), the last person in user list is select more often than other users.
In a sample size of 10 meetings with the same group of users, the last person appeared 4 or 5 times.

More randomness in selecting users

Describe alternatives you've considered
Selecting random user again but everyone sees the dialog box from the first selection.

The plan is to move this to be a plugin in BigBlueButton 3.0, so we should be able to customize the randomness without modifying the core.
