Restore the Files Scoped Service #2
Description
In the migration of code from {GH}/bnicholson/QView to {GH}/bnicholson/QViewNG the scoped service for maintaining files broke.
This issue was created as a way to (1) note that it is broken, and (2) track progress and research towards its restoration.
