Seed Hash

Make each seed have a unique code, made up of various icons from the game, so that racers can verify they are playing on the same seed before they start a race.

This code needs to be displayed somewhere early when you first enable the randomizer, such as the loading screen for veldin, in the save file text or the pause screen. Possibly even in RACman if that is easiest.
