AMD Rendering Fixes + Optimization

We surfaced a bug with AMD rendering on Windows that has been fixed.

Remaining changes are mostly about minor engine fixes and efficiency improvements.

• Implemented Use alpha color of fog as an application scalar. #1004
• Fixed light counts not being capped properly before being sent to the shadder.
• Increased lights maximum.
• Bit of work on generalizing and slightly documenting old blender python script.
• Setting previously frozen split entity hierarchies frozen upon creation.
• Replaced Entity.copy semantics with Entity.diverge for exhaustiveness.
• Combined explicit and implicit separation events into one (reverted later before this release, tho!)
• Fix a couple of SSS issues.
• Renamed Thickness in SSS context to Fineness.
• Using lightCutoff instead of sssShadowExponent.
• Fix Undoing after window size change causes buffers to resize back, but window stays same size. #996.
• Fixed projection creation exception.
• Further reduced bandwidth needs of geometry buffers.
• Removed use of scatter from animated models by default.
• Moved glsl to common asset declaration.
• Attempt to fix batching invalidation bug.
• Removed configurable shadow constants due to inability to check the code reliably.
• Using platform-agnostic uniform layouts.
• Starting OpenGL with Core profile in an attempt to improve predictability.
• Fixed code reloading wrong engine dll build in Mixed mode.
• Avoiding exceptions from invalid world properties in watch windows.
• Changed AgentRadius default value to work better with standard door sizes.
• Better to sync nav at end of frame.
• Log.fail if graphics device reset.
• Implemented nav serialization.
• Implemented reloading for physically-based shaders.
• Fixed Make code reload utilize project's DefineConstants. #989.
• Fix for Make publishing Nu programs easier. #1005.
• Fixed Keep headers in view when scrolling windows in Gaia. #988.
• More efficient spatial representation for spatial queries.
• No longer over-using PresenceOverride.
• Made light maps max count and terrain layers max match those in shaders.
• Decreased texture slot usage to <= 32 to fix AMD rendering.
• Properly destroying more opengl contexts.
• Logging any glmakecurrent errors.
• Clearing thread's current gl context before deleting its context.
• Fixed Shadow cut off bug + shadow seam bug. #973.
• Reverted combination of body separation events.
