scheduling page: populate default values using new teuthology-api endpoint #41
Description
In teuthology-api project, add a new endpoint which returns default values for teuthology-suite command options. Refer to teuthology-suite docs https://docs.ceph.com/projects/teuthology/en/latest/commands/teuthology-suite.html for possible default values.
(This data would be used in future to populate default values for pulpito-ng's scheduling UI.)
