Move Virco report into MiCall pipeline

Convert the Virco scoring algorithm to use the Stanford ASI rules format, and place it under internal source control.

The current algorithm is implemented here:

• fdrive/RESIST/ruby/ckwlib/virco_algorithm.rb

The driver script is fdrive/RESIST/MISEQ/miseq_gen_results.rb.

• convert rules
• compare results to Ruby version
• move key coverage positions into scoring algorithm (separate issue?)
