Static Exception state make batch capture/void operation all error. and The lie method flushstate

As the topic
CheckoutApi_Lib_ExceptionState would staticly store a exception state.
While I do a capture/void s batch tasks , a capture/void ops occur exception , all of the ops would be exception.
If I call flushState, it is just a fake method. Nothing to do.
