rename and remake this repo into cli-install-action #16
Description
This action ended up being unnecessarily complicated due to the number of variations needed, and reuseable workflows have shown to be a better solution for the CLI repo.
However, having a cli installer action would be useful to other repos who may wish to install the CLI to perform automated tasks with CloudTruth.
Rather than deleting this repo, we can simply rename it to cli-install-action and change the code to fit this purpose.
