Movement 16 is not clear #2

Test description and expected values are not clear for Movement 16
Forms buildVector should return a vector given an array which is not the original array:
AssertionError: expected false to equal true
What buildVector should do ? And for which input ??? From assertion nothing really indicates what to do. It was unclear even in Movement 15, but then copy expected output was enough. It is not even clear what was input, and why it gives such output in Movement 16.
