No support for new split arch Osmocom

We're still supporting the legacy osmo-nitb. We probably have a lot of work to do to support the new split arch. Opening a task to track progress on adding support for the split arch.

It's definitely stale. I have some more bandwidth this week to work on non-LTE things, so I can try and get it dusted off here in the next few days. One of the big issues I remember is that the version of osmo-pcu that was shipped on the nuran litecell1.5 at the time would not communicate with the split osmo-bsc. We'll have to address that at the same time, which makes sense with other ongoing litecell work.
