Running dotnet run gives libssl issue on Kali Linux

Just cloned Covenant and using .NET 3.1.426
after i run dotnet run i get this error
```
No usable version of libssl was found
zsh: abort      dotnet build
```
Some basic research showed me that i need to install libssl1.1 but downloading it using wget gives 404
i think it is not maintained any more.

I am using Kali Linux in UTM in a Apple M2 pro(ARMx64)
