Koji requires GPG

Describe the bug
When I run koji, it requires GPG.

To Reproduce
To run the command on a machine doesn't have GPG.

Expected behavior
Ignore GPG if not installed.

Additional context
Is it not an issue of koji, but of cocogitto?
I usually sign off commits with SSH not GPG.

this does seem like a requirement of cocogitto. i can maybe get away from depending on that, though, so i'll look into it.
