Add seeds for development environment

Add seeds and ensure you cover all models and their relationships. for example if an assignment belongs to a cohort and cohort has many assignments, make sure you have a cohort  and an assignments (many assignments)  belonging to the cohort

Please identify what needs to be seeded first. Draw out the relationships for easier understanding
