Auto-test PRs when upstream has changed?

Not sure how to do this, but if upstream has been changed (another PR has been merged), the tests of the other PRs are out of date. At the same time, rerunning all tests when one PR is merged is a huge waste of time.

An option is to only rerun those in final review, but that's still a huge waste.

Maybe being able to mark certain PRs with an auto update checkbox...?

We could do it like this: When upstream changes, all PRs that have not been run for X hours are tested again.

X can be like 12 hours or something.
