Compile as Portable for Windows

First, many thanks for this tool.

On Windows, because some security settings prevent to run and install throught MSI, it is interesting to compile and package application as "portable" for using without need for privilege elevation.
Then such portable executable may be package for Scoop, PortableApps, LiberKey...
