Config file has to be in install location

The README says the command line tool can be used by placing an application.conf in ./conf, but that doesn't seem to be the case and only works if `JAVA_OPTS="-Dconfig.file=conf/application.conf"` is set. Otherwise the conf file has to be placed in /opt/pillar.
