Add serverless/EKS options in eks stack

We need options added to the zero module config to allow users to pick serverless or EKS, and in the terraform we should have the ability to toggle each of them independently.
In a later ticket we can focus more on the transition between them, as that may require some extra scripting to be as user-friendly as possible.
