Project checks fails on valid template files (and fails on itself) #17
Description
project-checks cannot self-check as the provided makefile template is invalid by its own standards.
See #14.
Since ltag believes that makefile.txt templates are Makefiles that should be verified, this breaks projects that have to rely on a hack (adding trailing lines) for checks to pass.
Expected: project-checks must self-check.
