"Install Directly in Your Documentation" instructions

I can get the ADCtheme working with a direct install into Sphinx.  However, if I follow the "Install Directly in Your Documentation" instructions, it doesn't work … in the sense of appearing to be vanilla html with no css applied.  Could there be some minor omission or mistake in the instructions?
