First version of phase resolved analysis

This involves

• Determining modulation
• Finding periodic pulses
• Phase resolved spectral analysis and polarimetry

Sub-tasks (open sub-issues as needed for scheduling purposes):

• Tool to obtain a phasogram #395
• Compton cone extraction [ARM cut]
• Time binning LC
• Fourier analysis (we can import a library instead)
• Time corrections --e.g. barycentric, topocentric, relativistis. (we can import a library instead)
