Issue with `only_allow_seeded_records`

I think there is something wrong with the class reloading in the development environment, because if the server is running and then changes are made, sometimes I see this error:

undefined local variable or method `only_allow_seeded_records' for #<Class:0x007fab29fae020>

This is coming from the Role class, and it seems to be a new issue since upgrading to Rails 5 and making corresponding changes in the application code.

I think moving the include statement to the application_record.rb file itself (rather than the Seedster initializer) might correct this.
