[FEATURE] - Allow Triggering of a Script on File Wrap-Up

Is your feature request related to a problem? Please describe.
When a file is finished downloading, I'd like to be able to trigger a script automatically on that file. This will be useful for things such as auto-transcribing, remuxing to different formats, moving files to additional locations, etc.
