Refactor datapackage.py -> "DatapackageClient" OO API #16
Description
- Think about creating an OO API to replace opendatapy/datapackage.py module
- DatapackageClient object that on initialisation, runs "datapackage init" automatically, and contains base datapackage path and current run instance variables (to avoid having to pass these around everywhere)
