UX: Improve workflow of adding new external users

**Background:** When trying to add new external users (such as students for student projects) to projects, users currently have to navigate to the "/users" route to add them, then navigate back to the project. 

**Update:** to allow the project's invite user combobox to present the option to add a user if searching their name (backend) doesn't present any results directly in the project page.
