Build a polis mvp

It would be an interesting discovery process to build a polis replica using the standard and the ATProto.

1. Create a minimal testing lexicon for statements, votes, polls, user groups (in this case opinion groups)

2. Implement an app view for voting / submitting statements

3. Implement an app view they implements the reporting interface. We could potentially even implement a couple of different app views here to represent different algorithmic approaches to reporting in polis

4. Implement comment routing as custom feeds over the statements. We could implement a pure random feed and one that produces a prioritization similar to og polis
