If it helps someone in Windows 11:

I was getting the message 'existing installation is up to date' while trying to revert to the previous stable version.

To resolve this, I deleted the registry in Registry (regedit) >> HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows\CurrentVersion\Uninstall\Docker Desktop.

Then the application could be 're-installed' while maintaining my data.

If your Docker Desktop is still in the same state, can you share a diagnostics bundle please.
Upload using one of the following two commands:

docker desktop diagnose

"C:\Program Files\Docker\Docker\resources\com.docker.diagnose.exe" gather -upload

Share the diagnostics id displayed on the terminal.
