Allow adding badgeholders after voting start, removing ones who haven't submitted #24
Description
It should be possible to add new badgeholders after vote start, but only remove some that have not yet cast their ballot.
On the UI side, the badgeholders list should show a remove button only on badgeholders that have not yet submitted, but always allow adding, even during the voting phase.
