Solidify "superadmin" status

There are a number of situations in which some manual intervention was required during this round, mainly:

1. approving / declining apps during the voting phase
2. overwriting accidentally submitted approvals / declines
3. allowing to intake an already-submitted application manually on behalf of someone else, even after the intake phase closes

For the latter, we have a superadmin role already that is assigned on the round level, but we need to improve this.
