Cloud9 forks on schedule if MaxPreemptions > 0 even if fork-on-schedule is not set

This is clear from the code in Executor_Threading.cpp and is easy to repro, just pass --scheduler-preemption-bound=2 without setting --fork-on-schedule.

It this is the intended behavior, it would be ideal to document it.
