Feature: Add layer color defintion to the Edit Layer menu

Add layer color defintion to the Edit Layer menu. Editing a layer should offer user to edit also layer color. Currently it is only possible to change the layer color in the Layers main dialogue. It is a bit confusing to a new user that he/she has to exit Edit Layer to change layer's color.

Yes, it would be good to have the layer on/off switching there. But I would also leave it in the current place too - so that it it next to Freeze/Thaw and Lock/Unlock state. These three settings should be available at the same place.

Off topic 1)
It would be nice in the future to have an option to select multiple layers and change their visibility/locked/frozen state at once. I don't know what are the GTK options here. But that is looking into far future.

Off Topic 2)
I would prefer to have double clicking the layer in the Layers dialogue make it Default (Active). It is quite common task and currently it takes two clicks. That would mean having the same system in Text and Dimension styles. I think that editing layers/styles being not as easily accessible would be better.
