[Bug] Judging timer jumps by ~19 hours after entering settings menu on admin page

What Happened?

The judging timer jumps forward by approx 19h 50m when navigating back form settings page

Steps to Reproduce

1. Login to the admin page
2. Start the judging timer
3. Navigate to the settings page
4. Navigate back to the main admin page and observe the timer

This behaviour just gets stranger and stranger.
Logging in and out jumps the timer around, resetting it only works temporarily... I really have no idea what's going on here.

No doubt #13 stems from the same underlying logic problem
