Graphviz dot files not building correctly in the HTML versions

The book build works correctly when building locally with scripts/local-build.sh using Texlive 2023, Ubuntu 24.04.1 LTS

The problem is the auto build and deploy GitHub action does not build correctly.

FYI, One change I had to make to my local-build.sh script was to add -shell-escape to latexmk. With all of the files wf*.dot and wf*.pdf in the repository I assumed that any LaTeXML build would just use the pdf files and not really need these.
