Add code coverage and github automation / rules for PRs

Once our unit test framework is in place, we can begin to measure code coverage and have some minimum requirements for PRs around coverage.

AC

1. Select a code coverage package and implement needed yarn changes
2. Implement github code coverage reporting and rules for PRs
