extend speeches workflow

Work with @DiegoKoz data and scraping function, available here to extend presidential speeches availability

Ideas:

1. Condition show_available_speech() exploratory function with params: c("assembly", "assumption", "other")

2. Need to think in speech ID structure. Up to now we have only one speech per year ("legislative assembly") for downloading data.
