Consider running `build/install-build-deps.sh` on Linux before build

Encountered when trying to set up a new Linux machine - i ran into some issues with missing gperf.

Instead of keeping a potentially-stale document of prereqs in our linux document, we should use Chromium's list which we know they keep up to date.
