Consider using the "News Fragments" machinery on all ETS projects #66
Description
At the moment, a few ETS repositories make use of a "News Fragments" machinery to semi-automate the process of creating the changelog for releases. Putting together the changelog is one of the most time-consuming and cumbersome parts of our release process and we have found that the "News Fragments" significantly speed up the creation of the changelog.
We should consider adopting it across all ETS projects.
